Meet Captain Vlad
From the time I was a little boy the water was my happy place. Growing up in Russia I spent my early years learning the water from my grandpa on the Volga River. After immigrating to Buffalo, I boated on the Niagara River and Lake Erie learning and perfecting my experience as a captain. Over the last 25 years I have spent my time on the Chesapeake Bay and I still get a kick out of showing people what is out here.
There is something that happens when you leave the dock and the Bay opens up in front of you. The scale of it. The wildlife. The history sitting right there on the shorelines. Most people who live nearby have never really seen it from the water — and first-timers from out of town can hardly believe it is this beautiful.
Every trip my family and I run is private, for up to six guests, and built around what you actually want to do. Curious about a particular part of the Bay? Ask. Want to find a good spot to anchor and swim? We know a few. Looking for the best waterfront restaurant to pull up to by boat? That is one of our favorite questions.
Before founding Blue Horizon Charters, I spent over two decades in law enforcement. That background shapes how I run the boat — relaxed, professional, and always paying attention to what is happening around us. Safety is our priority, that is why our boat is equipped with radar, night vision camera and man overboard system. Lifejackets for younger members of your family are always provided. You just get to enjoy the day.

Our Story
Captain Vlad Bortchevsky is the founder and captain of Blue Horizon Charters, offering private boat charters on the Chesapeake Bay near Annapolis, Maryland.
With over two decades in law enforcement before launching Blue Horizon Charters, Captain Vlad brings a relaxed, professional presence to every trip. He knows this Bay well and genuinely enjoys sharing it — the landmarks, the hidden coves, the waterfront restaurants worth the cruise, and the stretches of open water that make the whole thing worth doing.
